The new governor comes to Wethersfield and participates in a town council. During the council, someone steals the town charter under cover of darkness. William Ashby rides to tell the exciting news to the Woods family. Meanwhile, Governor Andros remains calm, as he realizes that the charter will never be found in his presence. He announces that Connecticut will be annexed to Massachusetts.
